Government Working For the People
By Wilhelmina P. Johnson, Darlington County Council District 3
Learning is continuous and adequate preparation is necessary o do the job that is needed to break out in the political world. Local goverment is charged with the responsiblity of providing the necessary services that are beneficial to the county as a whole. The county budget should reflect the level of services being rendered, or projected.
Leadership and Management in Action:
Council’s Plan of Action should be analyzed with projected long and short-range oals prior to the budget process.
It is important to separate needs from wants in making important financial decisions.
Growth with consideration for the people:
Every parcel of property in a given area should be recorded as private or public on government records.
Emphasis must be placed on the proper upkeep of land and facilities as a whole. No one has the right to destroy the neighborhood with unkempt properties. Laws must be used for action.
The county, with an Action Plan, should always be knowledgeable of the outcome of decisions in sales to any one in a given area with the effect the decisions will have on the community involved.
Result of growth:
Pecan Grove Apartments: Large ditch without care
Taco Bell: Lack of security for people crossing Juleswood Street
County analysis on work completed or to be completed on Patience Street.
Darlington County must give immediate attention to the community of the following streets: Brown, Franklin, Patience, and Juleswood.
Darlington County Council and Administrator must make the water problem a priority in rural Darlington County. The settlement of water in yards, ditches with mosquitoes create health problems.
County ordinances must be revisited to make necessary changes for private roads and subdivisions. S.C. Code of Laws, Title 6, Chapter 7 (Planning by Local Governments) is a resource that should be in the hands of each Darlington County council member.
