Across South Carolina, young lawyers have been visiting schools to educate students on civics and the U.S. Constitution as part of Constitution Day. The focus has been on the amendment process, which begins when Congress proposes amendments that are ratified by state legislatures or a national convention. In 1789, 12 amendments were proposed to protect citizens’ rights; 10 became the Bill of Rights, and the final amendment was ratified in 1992.
